Officer Moses Walker, Jr.’s mother, Wayne Walker-Libscomb, presented ACHIEVEability CEO Marcus Allen with a $1000 check to kickstart the scholarship fund.

A new scholarship has been announced, in memory of a Philadelphia Police Officer taken too soon.

Deputy Commissioner Kevin Bethel and members of Officer Moses Walker, Jr.’s family announced the Officer Moses Walker, Jr. Scholarship Fund at West Philadelphia-based nonprofit, ACHIEVEability.

Wayne Walker-Lipscomb addressed a crowded room at ACHIEVEability for her first public appearance since her son’s passing — sharing that she was once a recipient of help from the program.

“All I ever wanted was a house with hardwood floors on the odd-number side of the street,” she shared, “and ACHIEVEability made my dream come true,” says Wayne Walker-Lipscomb.

“I am proud to give to this great program which has given so much to my family and the West Philadelphia community.  I know my son would have wanted this.”

Wayne entered the program in 1999 and spent her time volunteering and working with youth at the community center. She earned her associate’s degree in computer networking while at the program and served as their computer coach for seven years.

The scholarship will benefit single-parent students enrolled in the Family Self-Sufficiency Program.
